Hundred of Railway Engineers, held a “BLACK VEST” Dharna & Demonstration by IRTSA at Jantar Mantar, New Delhi, on 25th August, 2009 from 10 AM to 3 PM – to highlight once again the growing frustration amongst the Rail Engineers – due to non- redressal of their genuine demands – pending since long & further perpetrated by the Sixth Pay Commission.
The problem which started with 5th CPC has been settled with the emergence of 6th CPC. Ordnance-MCM who had been availing payment equivalent to Railway-MCM till 4th CPC, after the establishment of 5th CPC ceased to receive so. After 5th CPC, Ordnance-MCM received pay range as Rs.4500-7000 , whereas Railways received pay range of Rs.5000-8000.
The demand which started at that time has been rendered to action by the government at last.

The central government can terminate the services of its temporary employee without assigning any reason, the Central Administrative Tribunal (CAT) said.
The tribunal passed the order on a petition filed by an ex-technician Avinash challenging his termination by the Safdarjung Hospital after his services were not found satisfactory during the probation period.

An office memorandum has been issued by Department of Expenditure, Ministry of Finance regarding admissibllity / entitlement for traveling by Shatabadl Express. The OM clarifies that for the purpose of journeys on tour, officers drawing Grade Pay of Rs.7600 and above are entitled to travel by Executive Class in Shatabadi trains and AC First Class In Rajdhani trains.

Revision of pay scales of Faculty and Scientific/Design Staff and other academic staff of Centrally funded technical institutions following pay revision of the Central Government employees on the recommendation of the sixth Pay Commission.
The Union Cabinet today approved the revision of pay scales of Faculty, Design & Scientific Staff and other academic staff of the Centrally funded institutions. The Cabinet also approved giving financial assistance to States for implementing the above revised scales.
The government has to give an opportunity to its employee to present his case if there is an adverse remark in the Annual Confidential Report(ACR) which could hamper his promotion, the Central Administrative Tribunal(CAT)has said.
The tribunal passed the order on a petition of a senior scientist, J P Sharma, working with Indian Council of Agricultural Research(ICAR),alleging that he was deprived of promotion on the basis of an adverse ACR without giving him an opportunity to challenge the report.

The government today said it does not maintain statistics of Muslim employees in Central government services but it has data for the five minority communities as a whole.
In reply to a written question in the Rajya Sabha, Minister of State (Independent charge) of the ministry of Minority Affairs, Salman Khurshid said, "government does not maintain statistics of employment of Muslims in the Central government services".
Khurshid said the data is not collected minority community wise or service wise by the DOPT but for the five minority communities as a whole.
The Government has said that the Prime Minister’s New 15 Point Programme for the Welfare of Minorities provides for giving special consideration to minorities in recruitment of police personnel, Central police forces, Railways, nationalized banks and public sector enterprises and for this purpose, the composition of selection committees should be representative. In pursuance of this, the Department of Personnel & Training (DOPT) has issued Office Memorandum on 8th January, 2007.

Having made a reference to the resolution of ‘one rank, one pension’ (OROP) in its 2004 election manifesto, the Congress-led government had rejected this long-standing demand of some two million ex-servicemen in the country. The rejection was announced in Parliament on December 11, 2008.

There would be no one rank-one pension (OROP) scheme for retired commissioned officers of the armed forces. Nor would there be any further improvement in the pension of officers after some recent modifications.
The recommendations of the high-level committee led by the cabinet secretary that looked into the disparities in pension of ex-servicemen that have been forwarded to and accepted by the government, do not include OROP for officers, highly placed Defence ministry sources revealed.
There is a quiet rate war raging among insurers that has brought down the cost of Rs 1 crore cover to Rs 15,000 from over Rs 50,000 per annum a decade ago. A big chunk of the reduction has happened in recent months. Without much publicity life insurance companies have drastically reduced premium rates on high-value term insurance policies of Rs 1cr and above.
Defence Minister A K Antony today clarified in the Lok Sabha that "one rank, one pension" recommendation of the Cabinet Secretary-led panel had been accepted by the government for jawans as well as officers.
The government has accepted recommendations of the panel on "one rank, one pension" and other related matters concerning the armed forces, the Lok Sabha was informed today.
The decision is now nearer to the goal of “one rank, one pension” demand of nearly 1.5 million personnel, Antony said during question hour.

Indian Railways has over 1.7 lakh vacancies which will be filled after the current recruitment process is reviewed, railway minister Mamata Banerjee informed the Rajya Sabha on Friday.
Replying to questions, she said the Railway Recruitment Board (RRB) is being reviewed. "We have to examine(the recruitment process) and address lacunae. We will come back once we have done the review."
She said there were issues of regional aspirations and problems in Maharashtra, Karnataka and Guwahati over RRB exams. "We are reviewing the entire process."
NEW DELHI : Here are the highlights of the railway budget 200-2010 presented in parliament Friday by Railways minister Mamta Banerjee.
No increase in passenger fare and freight tariff
budget to have inclusive growth and expansion of railway network to every corner of the country
Plan outlay of rs.40,745 cr. proposed for 2009-2010, passenger amenities get high priority, to get 119% increase
Traffic receipts during 2008-09 increase by 11.4 % while freight loading grew @ 5% Special trains for perishable farm produce, facilities for transportation of rural craft.
Railway Minister, Mamata Banerjee, is going to present Railway Budget 2009 – 2010 in Parliament on Friday. The main features will be improvement in railway amenities and food served in trains.
According to Banerjee, the budget will be a pro-people budget. It will be a simple and people’s budget.
Kashmir rail link project will be the great features of this rail budget. Mamta is planning to put the dedicated freight corridor project on fast track. There will be the changes in the Tatkal scheme and passenger fares are expected to revise.

The government seems all set to upwardly revise pension of ex-servicemen to bring them closer to the long-demanded “ one rank, one-pension” mechanism.
Though holding that full OROP is neither financially nor administratively possible, the government promises to resolve the existing anomalies in the pension structures of ex-servicemen which have been accentuated by the 6th Pay Commission.
Chitranjan Locomotive Works (CLW) produced 10 electric locomotives against the target of 10 electronic locomotives and Diesel Locomotive Works (DLW) produced 37 diesel locomotives against the target of 41 diesel locomotives during April-May 2009
IRTSA, CLW Unit held it’s General Body Meeting on 24.05.2009 from 0900 hrs near S. P. North Community Hall, Chittaranjan. The meeting was presided over by Er. Darshan Lal, Sr. Vice President, CEC, IRTSA. Apart from the local members, a number of delegates from Liluah and RCF Unit was present as guests in the meeting. Notable absentee was Jamalpur Sub Unit, in spite of several requests sent to them.

One of the major improvements brought in by the Fifth Pay Commission was the ACP Scheme – which to some extent provided relief to the stagnating employee – even though to a limited extent.
